The quote means that the best thing you can do to help the nation is getting education,and those who have a good overall health(spiritual and body) should lead the nation in the future. This may sound like a bad answer toward what you can do to make our country a better place. Though, if you are educated,you may be able to understand the world. That is the basic thing, but you also have to have good mind, and spiritual. Those who care of there mind and spiritual health are responsible for them. If they care for things that they want, they would care about having bigger responsibilities, like even having the responsibility to lead a nation. That’ why it makes sense that those who have those qualities should lead the nation. An example would be Obama. He was poor, and when he got an education, he took all responsibility. He later became to be the nation's leader. That’s why your parents want you to go to school: to become something big in life.
